Hong Kong debate which started Monday

morning came to end Tuesday night with satisfactory majority for Government and without any untoward disclosures. Leaders of all parties had been commendably successful in impressing their followers with need for restraint on subject of reference to telegrams from United Kingdom Government and none of these were mentioned specifically. There was intermittent pressure throughout debate to publish Drew letters but Speaker intervened manfully and at frequent intervals with ruling that speeches could only be directed to evidence already before the House and that reference to these letters or discussion of them was out of order. Up to present press also is observing similar reticence.
